Structure & Organization of TCPP & RCPPs
As the partnerships are growing, the TCPP provides a structure for the oversight of state-wide initiatives aimed at building capacity in healthcare education. The TCPP is comprised of 2 members from each RCPP and the TCPS Program Director. RCPPs have been formed in the major geographic areas of the state and often are just extensions of existing organizations. Each RCCP agrees to follow the TCPS℠ Access and Use Guidelines, but are encouraged to maintain relationships and practices of a specific region.

As RCPPs are formed, partners are encouraged to look past traditional acute care clinical facilities in identifying potential partners in this collaborative effort. Each RCCP agrees to follow the TCPS℠ Access and Use Guidelines, but are encouraged to develop bylaws to govern the actions of each regional partnership and provide a structure for honoring long- standing relationships between schools and clinical facilities. Bylaws from other regions may be accessed for development purposes. Partners are expected to follow the bylaws and use the RCPP as a tool for a standardized clinical placement process and not use "back channels" to seek placements.
There are four suggested committees within each RCPP to provide the partnership with a framework for conducting business: Operating Guidelines, Development, Clinical Passport, and Evaluation. While recommended, these may or may not meet the needs of all regions and regional leadership may determine a committee structure that is appropriate for a specific region. Committee leadership is suggested to be shared between the academic and facility partners to ensure that work and perspective is balanced between education and practice. Partners are encouraged to serve on one of the committees based upon interest and/or need.
Partner-Related Facts to Know about RCPPs and TCPS℠:
- The schools and clinical facilities are responsible for all activities related to affiliation contracts. Requesting placements through the TCPS℠ does NOT initiate nor maintain a contract!
- ALL placements are done via the online system. Failure to use the TCPS℠ to request placements may result in loss of access to the TCPS℠.
- Clinical facilities retain the right to accept student placements from schools based upon availability and student/faculty performance.
- Availability one semester does not guarantee availability another semester as situations can & often do change.
- "Standing placements" that have been negotiated between a clinical facility and a school in the past take first priority in the placement process. While standing placements do exist in the TCPS℠, some clinical facilities do NOT accept standing placements. Schools should not assume this type of placement agreement unless it has been verified as a "standing" relationship.
- Using the TCPS℠ to request placements is NOT a substitute for building relationships with your fellow partners. All partners are encouraged to network and maintain face-to-face contact with each other to better facilitate problem solving, negotiation, and general process improvement!
